Proposals for Licensing Passed….?
Oxford City Council’s proposals for extending the licensing of HMOs (Houses of Multiple Occupation) have now been put to elected members in a 135 page document.
There is now some clarity about fees (table 4,5 and 6) and a proposed commencement date of 25th October 2010.
It is unfortunate that the Environmental Development department have not considered working more closely with the private sector to deliver the desirable end. We have offered them, in exchange for a reduced fee to clients, to do much of the work for them. We inspect the properties at least three times a year (and with some appropriate training), I am sure we could conduct the majority of the work for them. David Smith from Pain Smith solicitors believes there is room for a legal challenge to the proposals on at least two grounds.
